Let me start with what matters: TF2 is, and always will be, one of the best-designed multiplayer shooters ever made. I've played this game competitively for years, and to this day I still host my own servers. None of my criticism is about the game itself. A masterpiece left to rot. Since the 2016 update, Valve has effectively been asleep at the wheel. The last real development effort dates back years, and what has come since isn't Valve working on the game it's Valve letting the community carry it. Nearly every "content update" of the past years has been community-made maps, community-made cosmetics, community-made everything. Valve's own contribution is limited to shipping that content and collecting the revenue from key crates. That's not support; that's monetizing someone else's volunteer work while the house slowly decays. Verdict: If you've never played it, it's still absolutely worth your time the game is free, and the community servers are where the real game lives. But go in knowing that Valve abandoned this title a long time ago, and everything good about it today exists because the community refuses to let it die.
